In a recent address, Stephen Fuhr, former Member of Parliament for Kelowna—Lake Country, highlighted Canada's capacity to navigate an evolving international landscape. Fuhr, who served as the Secretary of State for Defence Procurement under Prime Minister Mark Carney, emphasized the necessity for Canada to adapt its strategies in response to increasing global power rivalries and a strained rules-based order.

Fuhr stressed that middle powers like Canada can no longer rely on outdated assumptions but must embrace a more pragmatic approach. He argued that credibility and sovereignty are increasingly dependent on a nation's capacity to absorb shocks, withstand pressure, and maintain flexibility in the face of changing conditions. Diversifying relationships with other countries is crucial for Canada to maintain its influence and protect its interests in a world shifting towards harder bargaining.

Fuhr pointed to the resolution of several trade disputes with China as a practical step in the right direction. With nearly $119 billion in bilateral trade last year, China remains Canada's second-largest trading partner. Fuhr also noted Canada's geographic position means it will play a role in the shifting world. He stated that Canada will invest heavily in the north moving forward, not just for defence, but for resource development and deep water ports.

In a recent podcast, Fuhr spoke about arctic defence and Canada's interests in the arctic. He believes that Canada needs to fill the void along with other nations. He named nations in Europe, Japan, Australia and even Nordic countries that Canada could strengthen relationships with.
