Canadian Forces to Boost Ranks with Foreign Recruits

The Canadian government is taking steps to bolster the Canadian Armed Forces (CAF) by tapping into foreign talent pools. Immigration Minister Lena Metlege Diab announced Wednesday a new initiative designed to expedite permanent residency for skilled immigrants who are hired by the CAF. This move comes shortly after Prime Minister Mark Carney unveiled the $6.6 billion Defence Industrial Strategy.

The new measures will create a fast-track route to permanent residency through the Express Entry system for eligible recruits with job offers from the CAF. Specifically, this includes doctors, nurses, and pilots. Minister Diab framed this initiative as a necessity for "critical sectors," emphasizing its role in bolstering Canada's sovereignty, security, trade, and supply chains. "We've created a new category for skilled military recruits to attract highly skilled foreign military applicants," Diab stated.

This announcement follows the CAF's December 2022 decision to open recruitment to all permanent residents. The government hopes these measures will address personnel shortages and modernize the CAF ranks. According to Immigration, Refugees and Citizenship Canada (IRCC), the first invitation round specifically targeting foreign medical doctors with Canadian work experience will take place in the coming days.

These changes are presented as a continuation of targeted measures for medical professionals, graduate students, and researchers. The government aims to plug critical gaps in healthcare and social services, strengthen research and innovation, support transportation networks, and reinforce defense capabilities through specialized recruitment. This strategy aligns with the Federal Budget 2025, which prioritizes attracting global talent to Canada and strengthening the country's research capacity.
