Canada's defence sector is gearing up for a period of unprecedented growth, fueled by the federal government's commitment to modernize and expand the Canadian Armed Forces. The cornerstone of this effort is the Defence Industrial Strategy, launched earlier this month, which aims to prioritize Canadian firms in defence procurement and foster domestic manufacturing. This initiative is backed by significant financial commitments, including $81.8 billion earmarked in Budget 2025 to rebuild and rearm the Canadian military.
The strategy outlines a "build-partner-buy" framework, prioritizing Canadian-made solutions for critical defence capabilities. Where domestic capabilities are lacking, the government intends to partner with trusted allies. The goal is to increase the share of defence contracts awarded to Canadian firms to 70%, a substantial increase from the current 43%. This shift is expected to create 125,000 high-paying jobs and significantly boost Canadian defence industry revenues.
The Defence Investment Agency (DIA) will play a central role in streamlining the procurement process and ensuring that the Canadian Armed Forces receive the equipment they need in a timely manner. The DIA will manage projects valued at over $100 million, including the procurement of submarines, Arctic over-the-horizon radar, and early warning aircraft. The strategy also focuses on innovation and research and development, with investments in frontier technologies like AI and quantum computing.
While the strategy is lauded for its potential to bolster the Canadian economy and strengthen national security, some experts caution against prioritizing industrial benefits overdefence capabilities. Others point out the difficulty of defining what constitutes a "Canadian firm," given that many large defence companies in Canada are subsidiaries of foreign corporations. Despite these challenges, the Canadian defence sector is poised for significant expansion, presenting both opportunities and challenges for businesses and policymakers alike.
